There are many types of images available on the Internet in many different formats. Your operating system may or may not be able to open certain images depending on the format of the image you wish to view. Luckily, there are tons of programs available as an alternative for viewing images.

Doctor PeeCee recommends the IrfanView application. It is FREE to use and can be downloaded here:
